DIVISION I ORGANIZATIONAL STRUCTURE

PREAMBLE

The National Gymnastics Judges Association was conceived and formed from a recognized national need for unifying rules interpretations, improving the quality of gymnastics judging, increasing the quantity of gymnastics judges, and maintaining high ethical standards. To serve these ends, the National Gymnastics Judges Association is dedicated to provide the gymnastics community with rules interpretations (aligned with the International Gymnastics Federation), certification clinics and recommendations of judges for National and international Competitions. In all other judging matters at all competitive levels, the National Gymnastics Judges Association stands ready to serve when called upon.

The National Gymnastics Judges Association is to be a unified, but highly decentralized organization of relatively autonomous association members. The strength and support of the National Gymnastics Judges Association is vitally tied to its members whom it services, providing guidelines which promote high standards in gymnastics through the development of excellence in judging. in the event of conflict between provisions of these Bylaws and the Articles of incorporation, the later shall govern.


ARTICLE I

Name

The name of the organization shall be:

NATIONAL GYMNASTICS JUDGES ASSOCIATION, INC.


ARTICLE II

Principal Office

The principal office is to be that of the current National President and will change as each new National President is elected every three (3) years.


ARTICLE III

General organization

SECTION I General

The National Gymnastics Judges Association is a non-profit organization dedicated to serve the gymnastics community by performing services relating to the evaluation and judgment of gymnastics performances.

It is an organization of autonomous member associations for whom it provides guidelines. The National Gymnastics Judges Association has two major branches: Executive and Technical.

The Executive Branch is composed of the Governing Board. The officers and directors are:

At-Large Directors (two)
Each of the thirteen (13) elected and voting Governing Board members serves a three (3) year term of office, for their position, from the date of installation. Liaison and contributing non-voting positions may be included on the Governing Board as the need arises and according to the Bylaws.

The organization of the Executive Branch, voting Governing Board, is illustrated in Appendix 1.

The Governing Board carries on the administrative and executive functions of the organization. The seven (7) officers are elected by the six (6) representative Directors: four (4) Regional Directors and two (2) At-Large Directions. The four (4) Regional Directors are elected by regional votes of the actively valid National certified card holders in their respective regions. Each Regional Director then represents and is responsible for that region. The two (2) At-Large Directors are elected by a national vote of all actively valid National certified card holders. At-Large Directors are responsible for and represent the members of the whole organization.

The Technical Branch provides rules interpretations, compulsory exercise translations and interpretations, certification procedures and tests, codes of conduct, training films, and any other services of a technical nature that are requested by specific groups or generally recognized as needed by member organizations. The Technical Branch will also make recommendations of judges for National and International Competitions based on submittals from member organizations and guidelines outlined in the Bylaws.

The Technical Branch is minimally composed of:

The outgoing National President and General Technical Vice President are to be non-voting members of the Technical Committees for the term following their term on the Technical Committees. Liaison and other contributing non-voting members may be appointed as outlined in the Bylaws.

The current elected National President is to be an ex-officio member of the Technical Committees with voting privileges.

The minimum, basic voting organization of the Technical Branch is illustrated in Appendix II and III.

Technical Directors are recommended by the Technical Vice Presidents, other Technical Directors, or Regional Member Associations. These nominations must be approved by a majority of Technical Committee members as well as by the Governing Board at the fall election meeting. Technical Committee members are to serve three (3) year terms from their date of approval. A Technical Vice President must meet the requirements for Directors and Officers which are stated in Article III, Section 2.

SECTION 2 Requirements

All Officers and Directors of the Executive and Technical Branches must meet the following requirements.

A.
They must be at least twenty-one (21) years of age.
B.
They must be National Card Holders in currently active national status.
C.
They must be actively judging within the previous nominal year.
D.
All Officers, except the Secretaries and Treasurer, must have been previous Governing Board or Technical Committee members.
E.
All candidates must be in good standing with their association.

SECTION 3 Geographic Regional Distribution

The National Gymnastics Judges Association Regions are listed in Appendix IV. Each of the four (4) regions has one Regional Director and at least one Technical Director. Their responsibilities are to service the administrative and technical needs for the members and member associations in that region.


ARTICLE IV

Voting

SECTION I General

In order to promote and maintain knowledgeable, actively participating members, only National certified card holders in currently active status, in good standing with their local associations, may vote in national and regional elections. The specific guidelines in the Bylaws are to be followed.

In all voting instances, the National President, Regional Executive Directors, or their designates, are to carry out the election procedure according to the Bylaws. They must work from a list of currently active National certified card holders, which the Executive Secretary will maintain and provide.

SECTION 2 Regional Directors

Each regional Member Association may nominate a candidate or two (2) candidates at most, to the current Regional Director who will prepare and distribute appropriate ballots to qualified regional voters. The ballots shall be collected and tabulated by a neutral body designated by the National President.

SECTION 3 At-Large Directors

The two (2) At-Large Directors are elected by a national vote. The National President, or his designate, will prepare a ballot from all Member Associations nominations. No more than two (2) nominations per Association will be accepted.

SECTION 4 Officers Election Meeting

The six (6) directors are to elect the seven (7) officers from a slate presented by a nomination committee and/or from floor nominations. This is a closed meeting and newly elected officers are not to be admitted until the conclusion of elections, unless they are present as newly elected Directors. Each Governing Board member can occupy only one (1) Governing Board or National Program Technical Committee position with the exception of the National President and Technical Vice Presidents.

SECTION 5 Technical Committee Election Meeting

The Technical Committees Election Meeting will be conducted by the newly elected Technical Vice Presidents. They and their current Technical Committee will meet as soon as possible following the election of the new officers. This committee is to select and approve the Technical Committee members for the next three (3) year term. The selected candidates are reported to the National President.

SECTION 6 Governing Board Election Approval Meeting

The Governing Board shall meet and approve the election results of the:

Regional Directors Elections
At-Large Directors Elections
Technical Committee Elections
Upon the appropriate approvals, the Governing Board and Technical Committees are solvent to carry on their duties for the next three (3) year term of office. if approval is not granted, the Governing Board must suggest whatever corrective action it deems necessary.

As soon as practicable, the National President, through the Executive Secretary, must inform Member Association Presidents of the approved and now active Governing Board and Technical Committee Members.

SECTION 7 Emergency Voting

When applicable, emergency voting will be conducted to fill unexpired term vacancies.


ARTICLE V

Meetings and Installation Dates

The Governing Board will meet at least twice yearly.

  1. No later than the fourth quarter each year to coincide with the annual United States Gymnastics Federation Congress, if possible.. At every third year, the newly elected Directors must elect Officers at that meeting.

  2. No later than the second quarter of each year to coincide with the NCAA Division I Championship, if possible.

Technical Committees meetings are to be called at the times stated previously, but not to conflict with the Governing Board's schedule. Each of these two (2) meetings is to be conducted in two (2) parts:

  1. A meeting of the Governing Board to conducts its business.

  2. A general meeting will be held once a year.

The National President shall preside over these meetings. In his absence, the General Technical Vice President shall preside. Other meetings may be held when appropriate, providing a quorum is present. All National Gymnastics Judges Association meetings shall be conducted according to Parliamentary Procedures, Roberts Rules of order shall prevail.

In cases of conflict with the Constitution and Bylaws, the Constitution and Bylaws shall prevail.


ARTICLE VI

Amendments to DIVISION I Bylaws

Division I Bylaw amendments may be proposed at any time by any member. Each Division I Bylaw amendment shall include the following information.

Governing Board Statement

The sponsor must present the pro and con statement to his Regional Director, who in turn must provide copies to the Governing Board. The Governing Board shall be advised by the National Bylaw Committee as to the correctness of form, conflicts with the existing sections of the Articles and Bylaws, etc.

The Governing Board must determine when, within one (1) year of receipt of the proposed changes, they should direct the Secretary to send these to the membership for voting. All properly proposed amendments must be voted on, unless the sponsors agree to withdraw them. Approval of the amendments shall be based on a majority of votes cast by National certified card holders of Member Associations. The Executive Secretary shall send out these amendments to all qualified voters, allowing a twenty-one (21) day period for response, postmark to postmark. Final approval of votes must occur at the next Governing Board meeting.


ARTICLE VII

Membership

SECTION I

Any new association may become a member of the National Gymnastics Judges Association provided their Constitution is approved by the Governing Board and provided they follow the outlined guidelines of the National Gymnastics Judges Association. Each Member Association may have as many members as it desires, but its voting strength is based on the number of National card holders it has. National certified card holders of a Member Association are members of the National Gymnastics Judges Association. They are also members of the association having jurisdiction of the area in which they reside. if individual card holders or certification course participants do not belong to a Member Association because there may be none in their local area, they are then attached to the Member Association sponsoring the course at which they are certified. They are to have vote and voice in that association until one can be formed in their local area.

SECTION 2 Requirements for Member Associations, Officers, Elections

All Member Association officers must have actively valid National cards at the time of their election. Further, they must be in good standing. if this is not the case, a re-election must be conducted.

The Member Associations are to be autonomous, but must follow the national guidelines as outlined in the Articles of incorporation and Bylaws, as well as their respective Constitution and Bylaws. All new associations must send their Constitution and procedures for approval by the Governing Board. Approval by a two-thirds majority of all Governing Board members at one of their two (2) annual meetings, or by mail vote, is required. The candidate Member Association Constitution is to be given to the Regional Director, who will distribute copies to all Governing Board members. if changes are needed, they are to be made prior to approval. After approval by the Governing Board, the new Member Association may conduct their business with autonomy.

if local problems arise, they should be, if at all possible, resolved at the local and/or regional levels with the aid of the Regional Director, Technical Director, and Association President. If a suitable solution at those levels is not possible, the problem should be referred to the Governing Board by the Regional Director or Technical Director.

A Member Association may be dropped by a written request which must be approved by a two-thirds majority of the Governing Board. Withdrawal or removal for non-ethical conduct, or other serious allegations of a Member Association, is possible only after a full Governing Board hearing, quorum with a two-thirds majority vote. The Member Association may represent itself in any manner it deems necessary.

SECTION 3 Auxiliary Memberships

Auxiliary memberships are also possible for interested gymnastics groups. These groups should have an interest in gymnastics judging, but do not have an active program directed specifically to judging. They have a voice but no vote. The acceptance of auxiliary memberships is determined by the Governing Board after examining their Constitution. A representative of the group may speak to the Governing Board, if his group so desires, at the regularly scheduled meetings of the Governing Board.

SECTION 4 Fees and Assessments

All individual and association fees and assessments shall be indicated according to the Bylaws.


ARTICLE VIII

Certification

All certifications are to be carried out as listed in the official Certification Procedures of the Bylaws.

The following types of certification are possible:

National Card
Junior Olympic Card

Other types of certification may be instituted as the need arises and as provided for in the Bylaws.


ARTICLE IX

Ethics, Hearings, Resignation

SECTION I General

Any unethical conduct of Directors or officers, or Member Associations, must be presented to the Governing Board for a hearing. A brief outline of such a hearing must be published in the minutes. National Card revocations are considered to be serious matters and must have a Governing Board hearing.

Any Director, Officer or Member Associations may resign or withdraw, but a written notice must be presented to the Governing Board. No Director, Officer or Member Association may be withdrawn without a Governing Board hearing.

SECTION 2 Card Revocations

A Member Association may request the revocation of a National Card by written request to their Regional Technical Director. A similar request can be made by any Technical or Regional Director. Revocation is a serious matter and should not be presented unless due cause is shown, i.e. unethical conduct, incompetence, etc. After a hearing, in which the Card Holder may be represented in the manner of his choosing, the Governing Board may vote, a two-thirds majority of a quorum or two-thirds of all Governing Board members by a mail vote, to temporarily place a Card Holders status from actively valid to inactively invalid until the next full meeting of the Governing Board and Technical Committee for a hearing and resolution.

The entire Technical Committee must review the matter at one of their two (2) annual meetings with appropriate representation of all parties involved. The Technical Committees must then approve of the action necessary by a two-thirds majority vote of a quorum. The Governing Board must review, with appropriate representation, and approve, by a two-thirds majority vote any such action by the Technical Committee.


ARTICLE X

Specific Duties of Officers and Directors

SECTION I Officers

The National President is the Chief Administrative Executive of the National Gymnastics Judges Association. He presides at all Governing Board meetings and supervises and controls the affairs of the Association. The National President will be an ex-officio member of the Technical Committees with voting privileges. He, or his designee, is to execute all contracts and sign all checks. He will present an annual report of the previous years efforts at the annual meeting. This report will be made available to all Directors, Officers and Member Associations.

The General Technical Vice President is the Chief Technical Coordinator and is responsible for the coordination and delegation of all technical matters. The Technical Secretary, Vice President-Junior Program and Vice President-National Program all report to him. The General Technical Vice President is responsible for the coordination of the International Competitions Program. In the absence of the National President he will preside over all Governing Board meetings and carry out the Chief Executive's duties. He is to prepare an annual report indicating the accomplishments of the previous year. This report is to be made available to all Directors, Officers and member Associations.

The Technical Vice President-Junior Program is the Chief Technical Coordinator who is responsible for the coordination and delegation of all technical matters pertaining to the Junior Olympic Programs and other novice competitions. This includes interpretations, certifications and the nominations of judges for the various competitions. He or his designate presides over and is assisted as well as advised by the Regional Technical Directors.

He is to prepare an annual report indicating the accomplishments of the previous year. This report is to be made available to all Directors, officers and member Associations. He is also an ex-officio non-voting member of the Junior Program Technical Committee for the term that follows his expired term.

The Technical Vice President-National Program is the Chief Technical Coordinator and is responsible for the coordination and delegation of all technical matters relating to the National Program, including College Competitions. He is responsible for rules interpretations, certifications and the nomination of judges for national competitions. He or his designate presides over and is assisted as well as advised by four (4) Regional Technical Directors. Each of these Technical Directors may have an Assistant Technical Director in that Region to help them with their duties and assignments. He is to prepare an annual report indicating the accomplishments of Member Associations. He is also an ex-officio non-voting member of the National Technical Committee, for the term that follows his expired term.

The Technical Secretary shall keep records pertaining to all technical matters. The Secretary is responsible for the publication and distribution of all technical writings. He is a voting member of all technical committees.

The Executive Secretary shall keep records of all Member Associations and their certified members for the purposes of voting and membership. He shall send minutes, serve notices, maintain records, and in general, perform all secretarial duties as needed. In the absence of the National President and General Technical Vice President, he is to preside over and carry out the duties of the chief executive.

The Treasurer is to receive and disburse funds as directed, maintain accounts and present financial reports periodically. He is responsible for all other pertinent treasurer's duties.

SECTION 2 Directors

The Directors shall perform all duties required of them. They shall attend all listed meetings, present, discuss and vote on all pertinent issues. The Regional Directors must represent their regions. The At-Large Directors represent the entire membership.

SECTION 3 Ex-Officio Officers

All previous officers are considered ex-officio officers.


ARTICLE XI

Committees

Committees may be formed, as needed, by the National President or by appointment of the Governing Board. A committee chairman may be designated by the National President or Governing Board. The Committee Chairman may then choose his own committee members without the approval of the Governing Board. He is responsible to report the work in progress to the National President and Governing Board.


ARTICLE XII

Structure and Vote of the Governing Board

The maximum number of voting members on any one Governing Board as fixed by the tri-annual election is thirteen (13). They are:

For all Governing Board meetings a quorum (51%) is needed in order to conduct business. Each Governing Board member has only one (1) vote. Mail votes may be conducted, if necessary.

The Governing Board may invite pertinent speakers to the meetings.

Emergency meetings may be called by the National President, when necessary, providing a quorum is present.


ARTICLE XIII

Seal of the Corporation

The Seal of the Corporation shall be of the following form:


ARTICLE XIV

Corporate Year End

The fiscal year of the Corporation shall end on each June 30th, at which time the books of the Corporation shall be closed for all tax and accounting purposes.

DIVISION II OPERATING PROCEDURES

ARTICLE I

Name

The name and symbol of the National Gymnastics Judges Association is a trademark denoting the NGJA and its members. The emblem may not be displayed, used, or copied without the express written consent of the National Gymnastics Judges Association.


ARTICLE II

Membership

SECTION I Eligibility

Eligibility for membership, conditions, obligations, and membership types is governed by Article VII of Division I of these Bylaws.

SECTION 2 Dues

The membership dues shall be collected at a Certification Course by the Regional Technical Director, or his designate, annually.

All National Card Holders shall be assessed $25.00 dues per year.

SECTION 3 Course Fees

All National Certification Course participants shall pay a $5.00 course fee.

SECTION 4 Auxiliary Membership

Auxiliary member associations shall pay a $75.00 association fee per year.


ARTICLE III

Election Procedure

In all election and voting instances, the National President, Regional Director, or their designates, are to carry out the election procedures.

SECTION I General Procedures

The designated official is to work from a list of eligible voters which the Executive Secretary shall maintain. All actively valid National card holders are eligible to vote in national, regional and state elections. Junior Olympic card holders may only vote in state elections.

The National President, or his designate, must send guidelines for upcoming elections in the second quarter of the election year to every Member Association President. He must, in turn, submit appropriate nominations from his association to the National President or Regional Director. The National President will set the election dates for the following:

A.
Deadlines for Association Presidents nominations for Regional Directors, At-Large Directors, and Technical Directors.

B.
Mailing dates for Regional Director election ballots.

C.
Approval of the election date and time for the Officers election meeting. The meeting is to be conducted no later than the fourth quarter of the election year.

SECTION 2 Ballot Procedure

The National President, Regional Director, or their designate, will prepare the election ballots. They must provide two (2) envelopes that are to be used by voters. A blank one, which is to contain the ballot, and an outer return mail envelope, which is to be signed in the upper left hand corner by the voter. Ballots not returned in the two (2) envelopes as designated, or within the time period, will be considered invalid.

SECTION 3 Regional Directors Election

A two (2) week period will be allowed for conducting this election, postmark to postmark. The winners of these elections will be determined by a simple majority of votes cast. The Regional Director is to notify the winners and the National President.

SECTION 4 At-Large Directors Election

Following the election of the Regional Directors, the National President, or his designate, will conduct an election for the two (2) At-Large Directors. A simple majority of votes cast within a two (2) week period, postmark to postmark, will determine the At-Large Directors. The first winner shall be the one receiving the highest number of votes, the second shall be determined by the next highest number of votes cast. Ties will be resolved by a similar process. The results shall be published to all Directors. The ballot must contain a vote for the two At-Large Directors.

SECTION 5 Officers Election Meeting

The six (6) newly elected Directors shall meet to elect the officers of the Governing Board. They shall select a chairman to preside over the election meeting. if one of the Directors is elected to in officer position, he maintains only one position. He may give up his position as Director. The next highest vote recipient in that particular election will occupy that vacated position, as At-Large Director. If this occurs in a region, the Regional Director Officer is to conduct a re-election in his region, within one (1) month of this meeting.

All Directors and officers terms of office begin at the time of their installation at the Officers Election Meeting.

SECTION 6 Technical Committee Election Meeting

The Technical Vice Presidents will preside over the meeting of the past Technical Committees. The main order of business is to impartially select a new Technical Committee. Nominations submitted will be voted upon by all members present. A simple majority of votes cast shall determine the newly formed Technical Committee. Upon the conclusion of the meeting, the Technical Vice Presidents will give the names of the Technical Committee members to the National President.


ARTICLE IV

Certification

SECTION I National Certification Courses

National Certification Courses are to be conducted by the Regional Technical Director or his designate.

A full course is required every four (4) years or whenever there is a major rules change. The full course shall cover all areas of gymnastics judging. An evaluation procedure will include a practical examination and written examination stressing the application of judging rules and procedures. The full course shall be nominal fifteen (15) hours presentation.

A refresher course is required yearly of all judges to maintain actively valid National or Junior Olympic Cards.

SECTION 2 Course Reporting Procedures

The Regional Technical Director must report the results of National Certification Courses. The following information must be reported within two (2) weeks from the completion of the course.

A.
Date and site of the course.

B.
Director in Charge of the course and course lecturers.

C.
Course agenda, report on procedures, or course outline.

D.
A typewritten list of all participants who earned a National Card, including:

Name, Address, City, State, Zip Code
Home and Business Phone Number
Social Security Number
indication of full course or refresher

E.
A typewritten list of all participants Who received a Junior Olympic Card. include the same information as in D above.

F.
Indicate the name of the Association under which the Card holder should be listed in the National Directory.

G.
Send the NGJA dues, $25.00, for each National Card holder with the report. One check is to be made out for the total dues amount of the National Gymnastics Judges Association, Inc. The check should be sent to the Treasurer.

H.
Send a course fee of $5.00 per course participant to the National Treasurer. include a financial report, if possible, to determine if any reimbursements are necessary.

Clarification of Certification Requirements:

A.
One (1) year of judging experience is equivalent to a minimum of ten (10) meets of high school caliber or above. For Invitational or Conference meets, each session counts as one (1) meet.

B.
If a candidate has not been a competitor, coach or instructor, he may fulfill the judging requirements with prior judging experience.

C.
Competitive or instructional experience means work for one (1) full season in those categories. if college or high school experience is used for the experience factor, varsity participation is required.

D.
Each card is actively valid for one (1) year.

E.
If a candidate passes the written but fails the practical, he must retake both tests at his next convenience.

F.
If a candidate passes the practical but fails the written, he may retake the written once prior to December 15.

G.
A one (1) year grace period is permissible for those who do not recertify by a refresher. These judges will not have actively valid cards but may within one (1) year of the expiration time take a refresher and be revalidated in an active status. After the one (1) year grace period has expired, a full recertification course is required. The one (1) year grace period does not apply to full course retests when there are major rule changes, i.e. FIG.

H.
All course lecturers and panel members must take the written test. The practical test may be waived by the course director if panel members are directly involved with the conduct of the course.

I.
Any unusual circumstances, without precedent that cannot be handled by the course director, may be submitted to the Technical Vice President for his review and judgment.


ARTICLE V

Assignment of Judges for Competitions

Assigning judges for the following meets will be the responsibility of the Technical Vice-Presidents and Regional Technical Directions with input from the Regional Directors. No one shall accept or contract judging assignments for these meets except in accordance with these Bylaws. Violation of this rule will result in an immediate subjection to disciplinary action according to Division 1, Article IX, of these Bylaws.

SECTION 1 NCAA Division I National Championship

The National Technical Vice President is responsible for the judging conduct of the NCAA Division I National Championship. He shall coordinate with the NCAA Rules Committee Chairman. They will select a judges director for the meet, preferable the National Technical Vice President. The National Technical Vice President shall be appointed to judge each year of his term. in all cases, the conduct of the NCAA Championship falls under the jurisdiction of the NCAA Gymnastics Rules Committee.

The four (4) Regional Technical Directors should submit the names of candidate judges to the National Technical Vice President no later than January 1. The National Technical Vice President is to coordinate the selection process with the Regional Technical Directors. He shall review and submit the names and recent judging resumes to the NCAA Rules Committee Chairman no later than January 1.

The choice of the candidates from the region is under the jurisdiction of the Regional Technical Director, who must use equitable means and who must work cooperatively with the local associations, who will in turn give him nominations. Choices are to be made based on competence, geography, and rotation. The best judges in that region are to be assigned to this meet.

Upon approval by the NCAA Rules Committee, the Judges Director will make all assignments and chair all meetings. He is the liaison between the judges and coaches. He follows all directives of a Judges Director.

The Judges Director, National Technical Vice President, or his designate, reports the conduct of the meet at the National Gymnastics Judges Association meeting.

SECTION 2 NCAA Division II National Championship

The Regional Technical Director, in whose region the meet is to be held, is responsible for the conduct of the meet. He may delegate the responsibility but is ultimately held accountable to the Technical Committee.

The Regional Technical Director, or his designate, is to insure that twelve (12) currently active National Judges are equitably selected from his region. He should take into account geographic and concentration distributions. He should work with the local associations to make the selections.

The Regional Technical Director sees that a Judges Director is selected, who in turn sees to all the judging needs of the meet.

The Regional Technical Director must present the names of twelve (12) judges and alternatives to the NCAA Rules Committee Chairman, no later than January 15, or earlier if so stipulated. He must verify all National Cards.

The Judges Director acts as liaison with the host and judges. He sees to it that the judges are appropriately prepared. He conducts all judges meetings and makes all assignments.

The Judges Director reports to the Regional Technical Director at the end of the competition, who in turn reports the meet conduct to the Technical Committee at its next meeting.

SECTION 3 Conference and Invitational Meets

The Regional Technical Director, or his designate, selects and handles judges for specific meets. Judges are assigned by the local or regional technical committee on the basis of:

Overall Ability
Availability
Rotation
Budget Considerations

A Judges Director is selected by the appropriate Technical Committee. He follows the guidelines as described in the Bylaws.

A fair pay scale is established. The NCAA format is used as a guideline.

The Judges Director reports on the conduct of the meet to the Regional Technical Director, who in turn reports to the general membership at its next meeting.

SECTION 4 NCAA Qualifying Meets

Assignments for all judges for all qualifying meets must be made by the local National Gymnastics Judges Association Member Association or by an actively valid National Card holder recommended by that association.

The assignment judge should work closely with the host coach to work out equitable fees. But if the assignment is made by a coach or representative of his institution, that meet will be invalid.

The assignment judge must see to it that all judges that are to be used in competitions are competent, unbiased, Nationally Certified Judges.

The host coach or committee may send a list of judges recommended. The assignment judge may take his selections from this list.

Note that the purpose of this rule is to help in unifying scoring on a national basis.


ARTICLE VI

Duties of the Judges Director

The Judges Director for all major Regional Meets, Conference Meets, and Invitationals should be approved by the Regional Technical Director.

A
He must be a currently active National Card holder in good standing.

B.
He is the main liaison between the judges, coaches and host.

C.
He is to oversee all of the judging details concerning the competition. He is to contact all of the judges for the meet and give pre-meet training, if possible.

D.
He, with the host, establishes fees and sees that the host makes appropriate accommodations and reservations.

E.
He makes all events assignments and establishes meeting times. He is the chairman at all meetings.

F.
He shall have available copies of all pertinent judging rules for the competition and know rules well.

G.
He must see that all judges are suitably dressed, on time, and prepared to judge.

H.
He should attempt to become a member of the Games Committee.

I.
The Judges Director, or his designate, is to report on the conduct of the meet to the Regional Technical Director, who will relay that report at his next Association meeting.

J.
Any costs incurred in handling the judges should be charged to the host and/or administrator of the meet.


ARTICLE VII

Awards

SECTION 1 Regional

One recipient per year per region is selected as the Regional Judge of the Year. Nominations are handled by the Regional Director, from Member Associations or individuals. The recipient is selected on a majority of ballots cast.

The Award is to be presented by the Technical Vice President at the annually scheduled United States Gymnastics Federation Congress.

Regional winners names must be given to the Technical Vice President no later than September 1.

The Judge of the Year Award should be based on criteria which is current during the past gymnastics season.

A.
He must have judged at least one (1) championship meet.

B.
He must command respect of judges, coaches and gymnasts.

C.
He should contribute to the sport by aiding in its development.

D.
He should be involved in at least local administration of the sport, i.e. teach judges courses, be an officer in the association, be a director, etc.

E .
He must be an actively valid National Card holder.

Article VII, Section 2

NGJA Frank J. Cumiskey Judging Hall of Fame

The NGJA Frank J. Cumiskey Judging Hall of Fame election will be conducted by the NGJA President or his designate who must be a member of the NGJA Governing Board. The NGJA Frank J. Cumiskey Judging Hall of Fame election will be conducted annually at a time deemed most appropriate by the NGJA Governing Board.

Nominations will be solicited by the NGJA Officer conducting the election. Nominations may only be made by local association Presidents, members of the NGJA Governing Board or members of the NGJA Technical Committee. Candidates should supplement their nomination with a professional resume. The NGJA Officer conducting the election must verify that each candidate meets the minimum criteria for selection. Ballots are te be prepared as per Division II operating Procedures, Article III, Section 2, Ballot Procedure. A two (2) week period postmark will be allowed for conducting this election.

The candidates are to be voted on by the NGJA Governing Board members and by members already inducted into the NGJA Frank J. Cumiskey Hall of Fame. NGJA Governing Board Members must participate in the elections as one of their professional responsibilities. No eligible voter will receive more than one ballot. The NGJA National Secretary shall maintain and annually update the record of recipients and eligible voters.

Induction: A two-thirds majority (yes) vote (of all ballots returned) is required for selection to the Hall of Fame. If a canditate receives two-thirds yes votes of all those eligible to vote, he will be inducted. However, if we do not have full voter participation, we must have a minimum of 85% (quorum) voter participation in order for inductions to take place. However, under no circumstances will any canditate require more yes votes than he would have required if all eligible voters had participated in election.

All fractions will be elevated to the next highest number. (for example, .666% of 26 = 17.2, thus a candidate would require 18 yes votes for induction) The NGJA Frank J Cumiskey Hall of Fame election results must be verified by the NGJA President and a second member of the NGJA Governing Board or the NGJA attorney. The confidential results must be reported to the entire NGJA Governing Board within fourteen (14) days of the election.

The NGJA Frank J. Cumisky Hall of fame Award will be presented at the NGJA General Meeting held in conjunction with the USA Gymnastics Congress. The award is to be presented by the NGJA President or his designate. The award is to be signed by the NGJA National President and the NGJA General Technical Vice President.

The criteria for nominations are:

A.
Forty (40) years of age, minimum.

B.
Fifteen (15) years of judging experience.

C.
Participation in clinics and courses, local, national, or international.

D.
Acting in an administrative capacity, i.e. Judges Directors, Officer, Director, etc.

E.
Prepared publications related to gymnastics judging.

F.
Work in judging associations on the local or national level.

G.
Illuminating or advancing judging in a significant manner.

SECTION 3 Outstanding Service Award

This distinguished Award is given to individuals and/or organizations who have made significant and noteworthy contributions consistent with the aims of the National Gymnastics Judges Association.

The Award is to be made by the Technical Vice President or his designate. it is to be signed by the National President and Technical Vice President.

The Award is to be voted on by the Governing Board prior to September 1. It is to be presented at the United States Gymnastics Federation Congress.


ARTICLE VIII

Judges Code of Ethics

The sport of gymnastics requires the highest respect, dignity and professionalism demonstrated by judges. The position of judge is one of high visibility and, therefore, requires impeccable professional behavior.

A.
All judges must be certified by the National Gymnastics Judges Association, Inc. The certification levels include:

National Card
Junior Olympic Card

B.
The judge must be prepared for all assignments which have been accepted by the judge. only dire circumstances should prohibit a judge from fulfilling an assignment and notification should be given at the earliest possible moment to the competition director and assignment director. The judge should arrive at the competition site a minimum of thirty minutes prior to the start of the competition.

C.
The judge must avoid the appearance of partisanship toward any competing team or individual.

D.
The judge must be confined to judging responsibilities only. This does not include coaching, spotting, recruiting, demonstrating, etc.

E.
The judge must be efficient and cooperative in resolving conferences and associated competition difficulties.

F.
The judge must avoid any circumstance which may inhibit the ability of performance of judging responsibilities. This includes the use of alcohol, drugs, etc. which may influence the behavior and performance of the individual.

G.
The judge must avoid social gatherings before, during or after any competition unless all coaches and judges are invited to such gatherings.

H.
Judges must be appropriately attired (navy sport coat, gray trousers, shirt and tie) for all competitions. The judge must also possess the appropriate materials including: rule books, papers, pencils, etc.

Infractions of the NGJA Code of Ethics shall be referred to the NGJA Executive Committee. the committee is empowered to conduct hearings to determine the substance of the alleged infractions. The committee shall also be responsible for the dispensation of any action regarding alleged infraction.


ARTICLE IX

Amendments to Division II Bylaws

These Bylaws may be amended at any meeting of the Governing Board by a majority of vote of the members present and voting. Or at a special meeting called for the specific purpose of amending or adopting Bylaws. A proposed amendment to the Bylaws may be amended at any meeting by a majority of the members present and voting.


ARTICLE X

Rules of Order

The current Roberts Rules of Order are the general rules of order for all meetings of the National Gymnastics Judges Association, unless otherwise stipulated by the Constitution.

The meeting chairman shall be or designate a parliamentarial/constitutional authority for all meetings.
